Rounding Transactions to Nearest Nickle with Elimination of the Penny

With the new law of removing penny, you can set up a correct rounding form the Store Settings.

Navigate to Settings->Stores->Edit store:

Here you can select a transaction rounding rule which will round the final amount of transaction to a selected one:
